You will need citations, and perhaps the actual studies at hand in case you
are challenged, which you will be.

#1 Check with Jan Barger for her version of formula prep, bottle & teat
sterilizing, recording of ALL lot numbers in case of a recall, risk of
E.Sakazakaii in everything powdered (you CAN, but do you really WANT to
prep enough for 24 hours at a time?), water quality, etc. I know: in the US
we have safe water. So how come I read articles in my home paper telling
about leakage of jet fuel or waste from an electronics plant that got into
the ground- or well-water in a specific area of town, but "not to worry",
it's all cleaned up NOW. Thanks - I think...

#2 Check with the FDA and the CDC sites for recommendations on preparation
of formula. Include their disagreement on whether to prep with boiling or
boiled water, for example. If THEY don't know....? I think the current
agreement is to have the boiled, cooled water warmed to 70F for mixing. Can
you imagine what has a chance to grow if it's left standing around. (How
many of us have seen moms of toddlers in strollers in the mall with 8oz
bottles of straight milk, sucked on, stored, sucked on, stored for 2-3
hours.... yuck!! Sometimes it's some colored fluid, or that non-Rx
Pedialyte used by moms as a water substitute or health drink for baby.
...but I digress.)

#3 Include a description of baby-led bottle feeding: sitting baby almost
upright, bottle tipped just enough to keep the ABM in the nipple but not so
much that gravity is a big factor, reading all the cues that it's time to
pull it out of baby's mouth (maybe initially after 5-6 sucks), watch for
1-2-3 swallows after the pullout before baby begins to breathe, staying
near the lips and waiting for BABY's signal he's ready for more, and NOT
sticking with the 2-3 oz every 2-3 hours. If he wants 1 oz now and another
in 30 min, not a problem - at least not for baby!

#4 Don't forget to switch arms every 20 min or so, just like in
breastfeeding.

#5 ...and bottle feeding is easier for the exhausted mom? who now must sit
upright and awake 1-2-3 or more times at night to feed her baby, and stay
awake so she doesn't drop baby out of her arms? Shall I go on?

instructions. 

She asked for written instructions - she's gonna get 'em!!! Avoid emotional
or value-judgment words. Keep it step-by-step instructional. And yes, it
can be written on a 6th grade level, although I doubt the instructions on
the cans of formula are at that level.
