My first thought when i read this - are all NICU infants denied time for skin to skin. If mothers are having to wash their breast then it would seem that all the 'bad bacteria' on mothers breast would also be passed to her baby when doing kangaroo care as well. 
I would also ask the infection control personal if they saw the report that states mothers milk has over 700 species of 'good bacteria'. Washing the breast constantly is going to change normal bacteria flora on mothers breast which might increase her risk of infection or yeast. 

This seems simple like another case of someone who just doesn't truly understand what we do about breastmilk. I would wonder as well if this person views breastmilk as a bodily fluid or human consumption.
