At this time of year, summer in Australia, I wonder if the mother is in the swimming pool a lot, and leaving her togs (swimsuit) on after getting out of the water?  Sometimes simply removing the swimsult and showering right after swimming in chlorinated water is all that is needed to stop the irritation.  If this doesn't work, there are the topical corticosteroids. (Check Tom Hale's book for details.)
