These regulations came about in the 70"s; the original intent was to
protect the elderly, who might be wearing loose sleepwear while trying
to cook. Along came some "do-gooders" who thought we should protect all
"vulnerable"  populations, thus foisted this onto infants/children, and
it never did get extended to adult sleepwear as originally intended!
(Thought you might like the historical background; my kids were small
when this came about.)
