"Banning parents from their babies from 8a - 1p is barbaric. The whole setup
and philosophy of the unit needs to be re=evaluated."

Sounds like a classic case of setting up the unit to suit the convenience of
the staff rather than the patients! A time-honored practice indeed. Bet any
of you who have been hospital nurses, esp. a few years back, remember the
"bad old days"; staff loves it, cause they can "get their work done" (i.e.
pt. "treatments", baths, bed-making, etc.) without having any of those pesky
babies & their annoying parents to worry about! Remember?
