Its really time for a Federal law that forbids return of infant formula.  I
saw an attempt to return at a large, warehouse type supermarket in Tacoma
WA.  The woman tried to bring back 5 large dented cans of infant formula
late at night.  The clerk said "Sorry, we don't carry that brand."  The
woman was obviously on a drug, probably meth, due to being ematiatingly
skinny and being very agitated.  She was really upset when she left.

Bobby Wayne Rhoades, 29, was sentenced Wednesday to 41 months in prison,
followed by three years of supervised release for replacing powdered infant
formula with flour and salt before returning the container to a store, where
it was repurchased. 
"Bobby Wayne Rhoades jeopardized the life of an innocent child for $22.78,"
U.S. Attorney Rod J. Rosenstein said. "Thanks to the store's video
surveillance camera and the work of FDA investigators and state authorities,
he will be held accountable." 
According to a plea agreement, on Jan. 4, 2006, a Rising Sun resident bought
the formula at Wal-Mart in North East for his infant. The man and his wife
fed the formula to the baby, who was reluctant to drink the formula. After
consuming some of it, the baby vomited. 
After their child became ill, the parents called the product manufacturer.
While talking with a representative of the manufacturer, the label fell off
the container and the parents saw a hole in the container that had been
taped over and concealed under the label, prosecutors said.
