Have you tried a nipple shield. I know most people run the other way when the term nipple shield is used but they can be very helpfull. A recent study done showed that premature babies had a better milk transfer when using a nipple shield compared to not using a nipple shield. Any way that you can get the babies to the breast is better then bottle feeding (even with a slower nipple). 
Since it sounds like the babies are used to the feel of a bottle nipple and/or pacifier a nipple shield will feel more 'normal' to them. 
Another point is that it would be better and less time consuming for mother to feed both babies from the breast with a nipple shield then to pump and bottle/finger feed afterwards. 

Nipple shields are just one of the many tools that we have to use. If used properly and infants are followed closely for weight gain then there really is no harm in using one.
