Thank you for your responses Nikki and Sam.

Unfortunately, I don't have any say regarding what happens during labour. 
:(   I would love to tuck baby in bed with mom (mothers sometimes do this on 
the 2nd and 3rd nights).  If this baby had calmed he would have been left to 
sleep on this mother's chest for a while as she rested.

This particular mother (in common with many) had no idea that babies simply 
didn't latch on like little limpets and then fall asleep for 4 hours.  She 
had no idea that the drugs could effect her baby ......  She had chosen to 
smoke during her pregnancy ......  I did at one stage swaddle and rock the 
baby which helped somewhat, but I'm not really comfortable doing this - it's 
so much better if the *mother* and skin-to-skin contact can do this.  Oh for 
a magic wand!
