Did you ask your co-worker why she said this?
I've crossed this problem a couple of times and I would punt to the
pediatrition and try not to get to caught up in it.  Ultimately, protective
services are going to have to decide whether or not this child is safe,
because the mother will do whatever she wants to do if she takes the baby
home with her.
I usually had the mother pump to keep up a supply and help the bonding
hormones while everyone was deciding about the future of the baby.   I've
often said that a mother's love for her baby might (just might) be strong
enough to break the ties of addiction.  I've read a lovely story written by
a mother who did just this.  In the end, helping her see that it is a clear
choice between drugs and caring for her baby might give her some
perspective.
And it just breaks my heart....
