With all the teaching and CQI efforts going on with VON, iNCQ, NICHD, CPQCC, etc. I don't think this is a fair statement.? Unfortunately it takes a long time to do the research, translate it into best practice,?disseminate it to all, and make the fundamental changes in attitude and practice.? Most people will change given appropriate motivation and approach - a very, very few cannot change and will just have to die out.
