My understanding of the WIC limit on formula is that a mother receives only
enough formula for a baby who is 10 lb or under, for a month.  When baby
grows over 10 lb, the mother then is faced with the decision of

1. paying for more formula, way out of most people's budget, but they do it,
and go without in other areas.

2. watering formula, done frequently I am told.

3. switch to cow's milk, also frequent?

4. Supplementing with stuff other than food appropriate for infants.

Most prob. choose #1, but this is a sad scenario, as mom is usually unable
to bf at that point, and is an unwitting  and locked in customer of formula
companies, who know this, and that is why the companies  appear so
incredibly supportive...they get families hooked, and then they need to keep
"buying.."...for a specified period of time, not unlike other substances I
can think of , perhaps.
