If she has other family members with loss of pigment it could be vitiligo.  I remember years ago noticing some small areas of pigment loss (as my tan would fade during fall/winter) and asking my doctor if it could be early signs of it - he was saying the only way really test for it is by biospy.  Needless to say I wasn't interested in testing and now I have many patches of no pigment, as do many of my relatives.  The skin is still the same - it just no longer has color and when exposed to sun will not tan but will turn red and sunburn.  This is pretty much the only thing different about the skin and shouldn't impact breastfeeding.  Unless there are other symptoms that are bothering her going to a doctor would be completely up to her.  They just developed a new treatment but will probably be like most things, they won't want to do it until she weans.
