This discussion on what IBCLE means as far as experience and who is able to
quality to sit the exam due to both background studies and on the job
experience does have some parallels in both engineering and law.

Here in WA State a person can work in the engineering field in a firm under
a mentor(s) PE (professional engineer). After four years they may sit for
the EIT, engineer-in-training. After 4 more years they may sit for the PE,
professional engineer exam. In a law office here a person may clerk for 8
years and then sit for the bar under their mentor attorney.

Why is this not possible with the IBCLE?

Judy Ritchie, whose son-in-law is now a civil PE by this method
