Here in Utah, legislation clarifying a woman's right
to bf in public passed unanimously some years ago
after almost dying in ridicule.  The new language was
sponsored by a female Democrat.  Important factors
that helped it pass in the face of imminent death:

--longterm, grey-haired, well-respected sponsor
--sponsor pals from the "opposite" party wooed on
board for this non-partisan issue
--support from locally powerful special interest group
(imagine the local president of the Eagle Forum
speaking in support of a Democratic proposal, this
happened)
--TV cameras on hand when so many moms, babes, &
strollers showed up they couldn't fit in the hearing
room

Utah language does not specify age of child and does
specify it does not matter if any part of the breast
shows.

Of course, now we need to address Utah statutes again
as women continue to be harrassed for bf in public --
probably because Utah has no teeth behind the
language, no fine or jail time.....  One local
business actually announces on its website "no breast
feeding [sic] facilities available" -- apparently
unaware that any business with a door open IS a "bf
facility!"
