Thank you everyone for your wonderful advice and concern. I have tried to  
email everyone off- list to thank you personally.  If I missed you please  
accept my sincere thanks here.  So many of you have sent me the same info  from Liz 
Baldwin - and I thank you all.  I have also been speaking to Liz  Brooks, JD, 
IBCLC through emails and have not received any more assistance from  any 
federal or local offical. 
 
I have to find time to speak to this mom - I have sent her all the info I  
received - I do not know where this will take us or if I even will have anything 
 to do with it.  We have not spoken about that yet. As well as I do not know  
her situation totally or anything about her ex husband.  I too wish  this 
could be taken care off responsibly and as adults, but we all know that is  not 
always possible.  
 
Again, thank you all sooooo much - I will keep you all  updated.
