I can tell you from my experience with Diane Spatz and her conference that it is one of the best learning experience I have ever had in my 45 years + of BF conferences.  I can't say enough good things about the info she gives that applies not only to NICU babies, but all babies.  I think it would be an excellent place to get info on being as Baby Friendly as possible in a NICU.  This isn't a commercial!  I have no financial interest in her conferences.  I'm just sharing how valuable it is to go to her conference!  Pat in SNJ
