Two comments here:
Where is it written that after one month, power is safe? Did this come from WIC or from CDC or where? 
I've been asked and I can't provide the source. Does anyone have that?

In hospitals where they have the 2oz RTFbottles, the rule is to use it or throw it out. IMO, the formula companies have convinced Infection Control that must be done for the safety of the babies. That is obvious when baby has been fed directly from the 2 oz bottle. But when it was suggested to split one 2oz bottle of RTF into 2 separate volufeeds for 2 separate baby feeds, Infection Control says that's risky. They refused to permit splitting one 2 oz bottle between 2 babies by pourint it into 2 labeled volufeeds. The 2nd baby would be fed in about 30 minutes or less. Could not get any backup resources from the IC office.

Look in every grocery store and you see RTF in quart-sized bottles along side the individual bottles. I think the fact that quart bottles of RTF are available for sale negates the concept of throwing out what's left after dispensing one feed. Where is the evidence to indicate the remainder in a quart bottle is safe while the remainder in a 2oz bottle is dangerous when both can be kept in the refrigerator?

1. Ready to feed in the US is expensive, powder is not and after 1 mo of age 
pretty safe.  WIC gives formula concentrate (1 can concentrate + one can 
water).  Once can  or bottle is open, it must be used,  not same for powder 
(46 years ago I came home with a breastfed baby.  Every time I thought about 
giving a bottle, I looked at the complimentary can of concentrate formula 
and realized to make one bottle, I 'd have to waste rest, so  I picked him 
up and nursed him again, LOL. - however this is a downside for powder-always 
available in small amounts without waste.)

2.  In US our water supply is safe. Having seen the water supply in rural 
Africa, I cringe at the thought that a baby would be given anything mixed 
with that, and they simply cannot afford formula in any form :-(

3. I would hope that HM fortifiers are sterile.  Powder is cheaper to 
transport than heavier cans or botttles.  and back to the once opened, must 
be used theory.
