I couldn't access the second document (if you're able to email it to me
Jessica I would love to see it) but certainly organisations like Save the
Children and UNICEF do have relactation and wet nursing as a part of their
infant feeding programs...however, in Haiti organisations were constrained
by the policy of the government that wet nursing should not be encouraged
because of risk of HIV transmission. So relactation by bio mums would be
part of their program but wet nursing, no. 
Good on you for making a point of why you donated to SC. The more they hear
from donors that their infant feeding work is important the more publicity
it will get and the more likely programs will receive a higher priority.

I socially met an employee of Save the Children recently and told him
that I gave money to STC after the Haitian quake specifically because
of their lactation work.  He followed up by having a person more
knowledgeable at their organization send me this:

It doesn't look like relactation or adoptive nursing is part of their
program (do any relief organizations do this?)
