Hi, Kathleen:  I agree with your hospital in that "rigging" a piece of
equipment for a use other than its intended original opens one up to all
sorts of legal nightmares.  I worked with a mother last week who was born
and raised in Malaysia, but lived in Australia (where she met her white
American husband) and is now living in the US.  Her nipples were pretty
flat as well as being very inelastic.  She brought with her to the hospital
a "Niplet" which she purchased in Australia.  It's been years since I've
seen one of these.  It's shaped like a small bicycle pump and fits over the
nipple only - mom gives it a squeeze, and viola!, a nipple appears.  It got
me to thinking, why aren't these in more widespread use as the
circumstances dictate.  It's very simple to use and inexpensive. I'll be
trolling one of the search engines to see where these can be purchased more
locally.  Maybe one of our "down-under" colleagues can comment on the use
in Australia.
