Has anyone explored the possibility that dairy is not the problem for this child.  There are any number of potential allergens.  Assuming the mother has eliminated dairy from her diet for 3 or more weeks, I'd be moving on to some other allergen or beginning a strict elimination diet.  This begins with the mother eating little more than pears, rice, potato, celery and steamed chicken for about three weeks.  Assuming the child is better when mum is on the elimination diet, the challenges begin as mum starts introducing one new food at a time.  
Of course this should be carried out under the supervision of a Dietitian who specialises in food intolerance and/or allergy.
