Terri, how dispiriting for you to see this poor mother throw away her
breastfeeding like this....but she called you again, and that's
great....she knew that despite her not following your
recommendations, she could still return to you.

You ask about what else the mother could do to bring her milk back -
seems to me this is a good educational opportunity for her, for
future babies and any other mothers she is in touch with.  She could
simply follow your original guidance -

and start to express milk round the clock (which you have probably
already suggested along with recommending a better pump).

Unless she does these things, her milk will not return, no matter how
many herbal tinctures she uses. The 10-12 times a day feeds  might be
hard with a baby who is not interested, but he can come to the breast
skin to skin for cuddles and comfort and sleep, and then he might
well be lured back.
