The most current AAP Committee on Nutrition statement (which updates the 1983
one) "Soy Protein-based Formulas:  Recommendations for Use in Infant Feeding"
can be found in Pediatrics (1998-Jan) 101(1): 148-53.
Some of the conclusions are:  Isolated soy protein-based formula has no
advantage over cow's milk protein-based formula as a supplement for the
breastfed infant.  Because soy formulas are lactose-free, they are appropriate
for infants with galactosemia & hereditary lactase deficiency.  Routine use of
isolated soy protein-based formula has no proven value in prevention of atopic
disease in healthy or high-risk infants OR no proven value in the prevention
of infantile colic.  They are also not designed or recommended for preterm
infants who weigh <1800 g.
I found this to be a good article with many references that helped me
understand the issues surrounding the use of soy formula & think it would be
useful for LCs to have in their files.  It can also be found at
