Ann - this is so sad. I hope the above link will give you some
references to share.  Sheila K has worked on this camapigning issue
for some time.

It makes no social, economic, psychological sense for a mother to be
in jail separated from her young baby. This is storing up problems
for the future for her and the baby.

I hope things work out.
