Megan:  To clarify the 10 lb WIC allowance:  WIC is a supplemental
nutrition program, and it provides the amount of formula required by a
baby up to 10 lb.  Once the baby is over 10 lb, the mother still gets
formula, but only the number of ounces required by a 10 lb baby.  Any
extra the baby needs over and above that number of ounces, the mother must
purchase.  So your baby could certainly have gotten formula, only you
would have probably have had to purchase extra formula right from the
