Formula is not safe in these circumstances and lactating mothers should NOT
be given formula in emergencies EVER.  It is estimated that as many 50% of
infants who are formula fed during emergencies will not survive.
Infants who were artificially fed before the emergency are particularly
vulnerable and should be supported and monitored closely.  Their mothers
will need to be taught to reduce the risks of artificial feeding as much as
possible.  This will involve destroying all bottles and learning to use open
cups to feed babies as well as preparing formula with HOT water and cooling
it quickly and washing up.  This will in turn require the distribution of
appropriate equipment. So you know, even bottled water needs to be boiled
before it can be mixed with infant formula (either powder or concentrate).
It is usually not feasible in an emergency to boil 3 litres of water every 3
hours so avoiding artificial feeding is a priority.
