I wasn't clear from your post whether baby is able to nurse
exclusively in spite of this challenge.  If baby can nurse
effectively once latched, then it is more mor mom's convenience than
you want to change it.
1-My first thought would be to try exaggerating the asymetric
latch.  By tickling the baby's nose and high on the upper lip, I
have sometimes seen these "tongue glued to roof of mouth" babies
begin to reach with the tongue to try to get to the breast.  Once
the tongue is down and forward, the breast can be almost "unfolded"
over the tongue to help keep it in position. (see the video "Follow
Me Mum" for what I am describing as "unfolding" the tongue)
2-Has this been going on since birth-even in the first few days of
low milk volume?  If it is more recent, is there a possibility that
baby is trying to keep the breast away due to overwhelming let-down?

3-Rather than using a pacifier to "train" the tongue to stay down, I
would use a finger with the pad down on the tongue.  First, a finger
doesn't feel as different from breast as a pacifier.  While a breast
doesn't have bones in it, both finger and breast are skin covered.
The finger can gently press and pull the tongue forward.  Some
experts suggest saying "down" with each press of the finger.  Babies
may well learn the meanings of single words.  Saying something like
"Come on, honey, let's bring that tongue down.  You will be able to
nurse better if you do.  You can do it.  Remember, tongue down."
will certainly be only sounds to the baby.
