Paula Snook writes about a baby who among other things does not seem to have
latched effectively to the breast, ever.  
Has tongue-tie been ruled out, by someone experienced in assessing this
specific problem?  It often manifests initially as inability to latch, and
if the baby has become accustomed to getting fed, as this baby most
fortunately has, the reaction of extreme frustration at being presented with
food but without an effective means of ingesting it, is to be expected.
