The reality is that this is probably what should happen. No test is going to assure competency in dealing with an area with which we are only vaguely familiar. I am not saying I necessarily like the idea that there are LC's who are not skilled or knowledgeable with older babies or any other particular group of kids. What I am saying is that a test will ensure nothing at all. Depends on how good you are at taking tests. So, as I see it, we have a false sense of security b/c of this test.
