I realise this is a hypothetical, however it sounds to me like this mother
doesn't want to provide breastmilk for her baby while she is away from
him/her.  ie she doesn't want to hand express (why not??) and can't afford a
pump (what else can she afford though...?).  Pretty clear cut message to me.
