That wording was from memory. I just pulled up a copy of the new SofP and saw that it reads "...additional certification or licensure..."  Here is the complete line:
"Ensure appropriate referrals are made for all situations outside the defined area of competencies (uness these fall within the scope of an additional certification or licensure the IBCLC holds) or expertise of the individual IBCLC."
I have no problem with that, until I read on:
"The following activities are outside thescope of practice of an IBCLC: ...Contradicting or ignoring the advice of a client's health care provider."
How can one refer to another practitioner with appropriate expertise without appearing to contradict the mother's HCP or implying that I think that HCP's advice is incorrect? But this seems to be covered if the IBCLC has that "...additional certification or licensure..." If we don't, this new SofP tells me I must defer in all cases, ignoring published evidence to the contrary, to the medical advice of the mother's HCP.
RNs can bring up these ontadicting issues with the HCP, but this SofP says an IBCLC without this "...additional certification or licensure..." cannot.
Yes, I hope I'm way off base. But we have yet to hear from the Board to clarify that section of "...activities are outside the scope of practice of an IBCLC." appears to directly contradict the section on "IBCLCs are able to:" and our "Standards of Practice". That should have been done in advance of publication, IMO. 
Somewhere I got the impression that the new credential would be akin to a Peer Counselor or Breastfeeding Counselor. If true, that seems to duplicate what LLLLs do. But that's another issue.
I think I will quit drawing conclusions, shut up, and wait for the Board to speak.
Good idea?
