I had previously posted about a fact published in a Cdn brochure about the affects of alcohol consumption on humans.

"Nursing mothers should be aware that the concentration of alcohol in breast
milk is about 10% higher than in the blood, because of the high water content of the milk."

(See page 4 of the document:
http://www.educalcool.qc.ca/cgi/upimages/EducFiles/EDUC_brochHumanBody.pdf)

Linda Romphf emailed the group, and they replied with this reference for their statement:

The reference you asked for about breastfeeding is from a French report
Here is the exact source:
Citation:

"L'éthanol est excrété dans le lait maternel à des concentrations environ 10% plus élevées que les concentrations plasmatiques, en raison de la teneur en eau supérieure du lait"

Référence:

Expertise collective (2001), Alcool: Effets sur la santé. Institut National de la Santé et de la Recherche Médicale (Inserm), France.

Also, Dr. Newman replied on this question:
"Yes, but since blood levels are generally very very low, 10% more is not a big deal. But beware of such figures. They often mean nothing."
I replied:
"Eh, good point. I missed that completely! So its the difference between .08 and .088 (.09) in the milk. That's like a baby drinking milk with less than 1% of alcohol mixed into it, right?"
Dr. Newman replied:
"right"

Hope this helps,
Janice Reynolds

(I'm not familiar with this Quebec group, but in a new publication on the effects of alcohol on humans, this quote jumped out at me. Anyone ever heard this before?)

  http://www.newswire.ca/en/releases/archive/April2006/24/c6894.html

"Nursing mothers should be aware that the concentration of alcohol in breast
milk is about 10% higher than in the blood, because of the high water content of the milk."

See page 4 of the document:
  http://www.educalcool.qc.ca/cgi/upimages/EducFiles/EDUC_brochHumanBody.pdf

"It is now possible to download this edition of the Alcohol and Health
series from the Educ'alcool web site (www.educalcool.qc.ca). You can also
receive it free of charge by calling Educ'alcool at 1-888-ALCOOL1. The
publication is available in several CLSCs and at Société des alcools du Québec
  outlets."

A specific publication that deals with pregnancy and nursing, doesn't include the above "fact", but claims that if a mom drinks at the same time as nursing, the baby will get the same amount of alcohol as you do, as it nurses! I believe Newman and others explain and refute that claim.
  See:
  http://www.educalcool.qc.ca/cgi/upimages/EducFiles/grossesse_ang.pdf

I believe this non-profit organization is actually sponsored by the alcohol manufacturers and distributors. The information in this glossy brochure is serious, but boy those full-colour photos sure make drinking look very attractive. These are all beautiful people in fashionable settings, no drunks in the gutter here!
