Catching up on reading my e-mail and saw this thread.  I too was a "late
bloomer" my periods started at 16 and I was also late in developing breasts.
When I had my first my milk came in at 3 days and was very abundant (with a
strong MER).  Once he figured out how to nurse he gained 2 1/2 lbs in 2
weeks (really good since he lost a full lb in his first week).  So it could
be something other than being a late bloomer to make milk come in late.
