From my understanding the whole set amount of water wasn't so much of what
was 'needed' but as an upper limit to give.  This came after many infants
were hospitalized with water intoxication - some from babies being given
watered down formula (end of month from WIC) and other worried parents
giving babies bottles of water thinking babies 'needed' it.
