There is the possibility that baby is allergic/sensitive to something in the
mother's milk. Very allergic babies can even have anaphylactic reactions to
proteins in the milk (think peanuts, etc). If the rash were just from babies
face being against a milky, wet breasts you'd think just wiping the baby's
face off would solve the problem. However the severity of the rash you are
describing seems to point more to a reaction.
Of course, like you pointed out, not breastfeeding is not the answer however
exploring what the rash is due to is.
PS. If the mother is getting the standard WIC Bf package she's probably
getting lots of fairy, eggs, peanut butter, tuna, etc...all potential
allergens...
