I agree, it just feels funny.
 
You can write back and tell them something about confidentiality, and that  
you won't be able to provide copies.
 
Or, you can get a written statement from the mother that it's ok to give  out 
copies.  Similar to what doctor's offices ask parents to sign when we  find 
ourselves having to switch pediatricians, and want to take copies of the  
records with us.  Then, provide copies to her, and let her do with them  what she 
wants.  
 
If you get a subpeona from the courts for these records, there's not much  
you can do about it.  
 
I've had to do this for my daycare business, in a divorce case, and I  
decided to get a written statement from the parent, asking for copies of my  
records, and noted in the child's record that I gave copies to the parent, the  date, 
a note of exactly what I made copies of, and why.  Also recorded what  I 
thought she was going to use these records for, even if I didn't know for  sure.
