I think when this discussion came up a couple of years ago, someone  
suggested sending the formula samples to a farm, they may be usable  
by farm animals (like cows, maybe??)  Perhaps a local vet school or  
practice could make good use of them.

I agree that sending them to a food shelter is unethical and against  
the Code.
