Alice,
Use of laser implies use of electromagnetic radiation in the visible
spectrum, albeit "packaged" for power.

The effect is localized, it will affect only the hair and maybe
surrounding skin if poorly applied. What it does is cause thermal damage
to the hair follicule.

It has no effect away from the treatment area, and can be safely used by
anyone, even lactating women.
