That seems like a very tedius and expensive method to enforce.  My
hospital (Dallas, TX) began using a method that has proven to be very
effective.

The first time baby is brought to mom's room from the nursery, the
nurse will tell mom the *code word* for that shift.  Anytime anyone
comes in to take baby from mother's room or even the nursery, the
correct code word has to be named.  The code word changes every shift
and each nurse uses it to gain access privileges to remove the babies
from the room.
