"The itching is very intense" .... Has this mom considered homeopathy?
Naturopath or homeopath could possibly be of help.  What comes to mind for
itching is homeopathic Rhus tox but one needs to consider similiars with
homeopathy so it isn't one remedy for one symptom.  Would be well worth the
expense-cheaper than formula.
