Dear Friends,

I hope I am following the discussion clearly concerning the proposed Texas Bill, but it appears the concern is: How would a practitioner, in the office, legally provide artificial breastmilk if s/he determined it was immediately necessary?  As I understand the Texas Bill, having artificial breastmilk in-stock and charging clients for the product when these very rare instances occur, would not be illegal.  This would not be unlike charging for any other healthcare product (blood draw supplies, bandages, slings, etc.).  However, the deceptive practice of healthcare providers giving the product out "free-of-cost" is being curtailed and I would say, appropriately so.
