It could be a tongue thrust or disorganized peristalsis.

If the baby likes to have a finger in his mouth, you can have mom try 
sliding her finger along his tongue from tip to about midway back in 
midline (to avoid gagging him). She should touch his philtrum (the ridge 
between upper lip and nose) to encourage him to open wide first, and 
maybe sing a silly song or make interesting sounds.

This helps improve the grooving of the tongue and model the wave of 
contraction that should go from front to back.
