Cindy,
A shortened or slightly shortened version of what you wrote could be
resubmitted with more than just your name (ie a collaboration of key people)
then a short memo attached saying it is for his perusal and that if you don't
hear from him by ...(give a specific date, say 3 wks) then you presume his
approval, then act as if... until he signs off on it.  Your key people should
be able to critique it in a way that offers you valuable input for
modifications, which you could actually specify were changes you made as a
result of their input.
