Hi Penny
I am not sure what the problem is here.  If the baby's output is good, she
is gaining some weight, alert and has good skin tone, no use of pacifiers,
co-sleeping and good transfer signs I would be confident that there is no
problem.  You have observed that the mother is small of stature and her own
growth pattern was slow. 
My best suggestion is stop weighing the baby. (Does the WHO recommend
weighing more than monthly?)  I rarely ask mothers about weight, preferring
to ask whether the baby is growing into/out of his/her clothes.  I suspect
that this mother could use a good deal of congratulatory reassurance to help
boost her confidence.
