Jay,
Frenotomies that I have watched have been no big deal. Doctor and nurse (or
LC, parent, or whoever) simply immobilize the baby briefly in gently pinning
them down, and the doctor quickly probes the frenulum.  A quick snip-snip,
and it's generally all done! The most necessary skills include a quick and
confident eye and hand, which peds seem to have already developed in looking
at and culturing infant throats.

Do we routinely anesthetize infants for circumcision for the purpose of
restraint? No.  And this is far less invasive.  I do suppose that an older
baby might be a bit more difficult, though come to think of it, the babies I
watched were at least a couple of months old at the time.
