This mother can pump and store her milk until summer training is finished, or pump and dump it if she can't store it. After 3 weeks, she can resume breastfeeding. It may take some time and energy to work through the situation but if she makes an effort it will work. 
She enlisted in the military freely and is accepting medical,job training, education benefits and a paycheck, As a military member she has certain sacrifices that she is willing to make, or should be willing to make, and 3 weeks of summer training is one of those. Women for generations have worked outside the home, maintained a home and made sacrifices for their families and homes, all while breastfeeding. I don't like seeing breastfeeding used as a excuse to not fulfill your obligations. It may not be exactly what she wanted,but you don't always get everything you want in life. She accepted the benefits during her pregnancy and knew her obligation.
 I consulted with a military mom who deployed for 3 months, pumped and dumped and returned to re-establish breastfeeding her baby who was a bit perplexed at first, but gladly accepted mom back after a few days.
