Jon,

The one problem with raising the cost of ABM is that parents who can't afford it
but can't breastfeed because of ... (you fill in the blank) will end up diluting
it and risking their child's health.  Many clinics report parents admitting that
they dilute the ABM or give bottles of water to make it last longer.  So
increasing costs would keep some people from using it, others would just end up
putting their child's health at risk.
