Breast-feeding a child does not constitute an act of indecent exposure
and to restrict or limit the right of a mother to breast-feed her child is
discriminatory.
Short and sweet, and to the point. The preamble is excellent and gives
specific reasons why bf is so important and necessary.
This was not easy to get passed. Last year it was introduced, and
summarily rejected by the Commerce Committee. At that time it was
attached to a bill which was advocating funds for women's health.
I was reintroduced in Jan/99, and was reviewed by the Children and Family
Law committee, and many of us testified at the hearing. It went to
subcommittee, was deliberated about for while and the clause regarding
suggested support in the workplace was removed, and finally was passed
unanimously by the committee, and passed by the House.
On to the senate committee where the hearing was short and sweet and it
passed.

On June 10, 1999 (my birthday) I was priviledged to join the public
signing by the governor, and all the hardworking advocates for the bill as
well as our bill sponsor, Martha Fuller Clark. Mind you the press wasn't
there, even tho invited, but our happy contingent of LCs, a WIC peer
counselor, and others took enought pictures to fill an album... And we
made the papers, even the front page in NH, and the Boston Globe, and Wall
Street Journal.
