I will let others speak more eloquently how the WHO code, etc, but the
answer to why not milk powder is straightforward....  In the majority of
these situations clean water and/or the fuel to produce clean water.  Also,
direction on proper dilution are often not in the native language and/or the
population is not literate.  Use of powdered ABM would be a death sentence
for many babies in this situation, particularly when it disrupts the use of
human milk from any source.  Infants that are anywhere near the middle of
the first year would probably be safer eating the food/ edible vegetation
indigenous to the area than being exposed to the water supply.
