First, I'm so sorry for your predicament

Second, I think it is clear you must call child protective services because
there is no doubt you SUSPECT neglect.   You do not need to know or prove
neglect exists, but as a health care providor you are obligated to report
suspicion of neglect or abuse.

By the way, I love your geographic area.   Southern Utah is so beautiful.  I
did some backpacking in Zion many years ago.
