Some parents interpret damp diapers as wet diapers.  If they see any sign
of urine at all,  it qualifies as a wet diaper.   I have parents put 3-4
tablespoons of water in a clean disposable diaper and feel the weight of
it.   Usually they are startled and realize that their babies have been
putting out damp diapers only.   (Of course, frequency and color of stools
are a good clue,  too.)
